A small tweak is any change affecting 5% or less of a page, such as:

It’s use it or lose it.
We limit tweaks to encourage deliberate improvements, not constant tinkering.
Major Website Changes.
Larger changes usually happen because a business is:

changing direction
refocusing services
When this happens, it’s often better to temporarily use an Under Construction page while essential work is done properly, rather than changing things piece by piece.
This protects visitors and gives space for meaningful change.
